Emily M. Benavides has been hired as legislative correspondent and systems administrator for Rep.
Robert Blackwill has been named Henry A. Kissinger senior fellow for U.S. foreign policy at the Council on Foreign Relations. Blackwill was senior fellow at the RAND Corporation in Santa Monica, Calif. Before that, he served as president of BGR International, a Washington consulting firm. Blackwill also worked as deputy assistant to the president and deputy national security adviser for strategic planning under President
Jeffrey A. Sherman has joined Fulbright & Jaworski LLP’s energy practice as senior counsel. Sherman previously served as counsel for Skadden, Arps, Slate, Meagher & Flom LLP.
Jake Ward has been appointed vice president of the David All Group. Ward previously served as vice president of public affairs at Brodeur Partners and as a director at Qorvis Communications. Ward also worked as communications director for Rep.
Greg Hitt has been hired as a managing director at Public Strategies, Inc. Hitt previously served as a reporter for The Wall Street Journal and Dow Jones Newswires. Before that, he worked at the Winston-Salem Journal in North Carolina.
Robin Ganzert has been named president and chief executive officer of the American Humane Foundation. Ganzert holds a doctorate from the University of North Carolina at Greensboro, and is the deputy director of philanthropic services at the Pew Charitable Trusts.
Allison Lurton has been appointed of counsel at Covington & Burling LLP. Lurton previously served as senior counsel at the U.S. Commodity Futures Trading Commission. Before that, she served as a trial attorney at the Justice Department’s Commercial Litigation Branch.
David J. Kramer has been named executive director at Freedom House, an independent watchdog organization. Kramer served as assistant secretary of state for Democracy, Human Rights and Labor. Before that, he served as deputy assistant secretary of state for European and Eurasian Affairs. Kramer was also a senior transatlantic fellow at the German Marshall Fund of the United States and worked as associate director of the Russian and Eurasian Program at the Carnegie Endowment.
Julie Manes has been hired as director of government relations for the United Fresh Produce Association. She previously served as federal affairs manager in DuPont’s Washington office. Manes also served as chair of the Biotechnology Industry Organization Government Relations Committee. Before that, she worked as chief agriculture aide for Sen.
